State Rep-Jesse Topper, R-Bedford, called “outrageous” comments made Monday by Gov. Tom Wolf threatening to withhold COVID-19 virus aid from counties that do not adhere to his plan for restarting the state’s business.

“I have no idea how he can make such a statement,” Topper said.

Pointing out that the Legislature sets the state’s spending, Topper said, “I’m not exactly where the governor gets the idea that he has the power to legislate when and where he pleases.”

Topper said Wolf’s use of the term “cowardly” when referring to the protesting counties was “outrageous,” and said, “I’m tired of it, and I’m tired of sitting back and getting my teeth kicked in.”
